Save your file as a Photoshop file in case you need to go back and make any revisions.
Then do a File >Save a Copy in your needed file format, such as a tiff or jpeg. When you save in a different file format other than Photoshop, the image will flatten into one layer.
After saving a copy, open the copy up and look in the layers palette. There will be one layer.
